Corporate firewalls are the primary reason why our customers have problems downloading the PrepCast video files.
Are you trying to download the PrepCast from your computer at work? Then it is very likely possible that your company has a firewall in place that does not allow you to download *.MP4 files.
Please try again from your home computer.

I am having the same problem and have tried downloading from my home computer with no solution. Submitted a help ticket. Waiting for reply.,
Am having the same problem as well.
Am connected from home - using ADSL connection - wirelined connection. Have the following application versions installed. Output from iTunes diagnostic run:
